Yep - an Asian family had moved into the new housing development at the edge of the village and some of Will's classmates chased a little boy and threw his music case in the river, so Stephen did likewise with a bully.
I always found "everyone would want magical solutions to their problems" in HP very limp - admittedly, that's Hagrid explaining it to Harry when he's only just found out he's a wizard, so it's not going to be a complex socio-political analysis, but in practice it's just weird that wizards could be dealing with Grindlewald and Muggles with Hitler simultaneously (is it simultaneous?) and nobody thinks maybe they should join forces to solve their very similar problems...
